  • Union Agriculture Commissioner Gurbachan Singh was in october 2011 appointed Chairman of the Agricultural Scientists Recruitment Board for a seven-year term until further orders or till he attains the age of 65, whichever is earlier.
  • Commonwealth Secretary General Kamalesh Sharma was re-appointed to the coveted post. The Commonwealth Leaders agreed to re-appoint him at the 21st Commonwealth Heads of Government Meeting (CHOGM) in Perth in Australia.

  • British novelist Julian Barnes was declared the unanimous winner of the 2011 £50,000 Man Booker prize for his novella, The Sense of an Ending. The novel is about a 60-something man forced to confront buried truths about his past after the unexpected arrival of a letter.

  • Weiss Umwelttechink of Germany launched its Indian subsidiary Weiss Technik India Pvt. Ltd. with the objective of catering to the growing needs of the Indian market. Weiss Umwelttechnik GmbH is a subsidiary of the Shcunk Group and a manufacturer of testing chambers and systems for environmental simulation.
  • Cholamandalam MS General Insurance Company Limited announced the launch of its Chola Critical Healthline Policy, which provides for a reasonable amount on being diagnosed with any of the named critical illnesses.
  • Egypt and Israel reached an agreement to swap an alleged Israeli spy for 25 Egyptians held in Israeli jails.  Egypt agreed to release Ilan Grapel and at Egypt’s request, Israel  agreed to free 25 Egyptian prisoners. Grapel is a former paratrooper in the Israel Defense Forces.

  • Steve Jobs, co-founder of Apple Inc. died at age 56 from pancreatic cancer. Steve Jobs had stepped down as Apple’s chief executive on 24 August 2011.
  • Renowned litterateur Srilal Shukla died at a hospital in Lucknow following prolonged illness. He was 86. Srilal Shukla wrote Sooni Ghaati Ka Sooraj (1957), Agyaatvaas (1962), Rag Darbari (1968), Aadmi Ka Zahar (1972), Bisrampur Ka Sant (1998), Raag Viraag (2001) and many other novels. English translation of his novel Rag Darbari was published under the same title in 1993 by Penguin Books.

  • Egypt's military council amended a contentious election law to allow parties to contest a third of the seats in Parliament reserved for independents. Egypt’s military decided to cancel Article 5 of the election law, which reserved a third of seats for independents.
  • In Jammu and Kashmir, the Rashtriya Swasthya Bima Yojna, jointly sponsored by the Centre and State governments was formally launched by State Health and Family Welfare Ministry in Srinagar.
  • The Minority Affairs Ministry in its official release stated that the 7 States have utilized over 60 percent of the total Funds till September 2011, which was released to them under Multi Sector Development Programme, MSDP, for the Welfare of Minorities.
  • Louisiana governor Bobby Jindal, won re-election. He is a member of the Republican Party. Jindal won 66% of the vote with his nearest challenger, Tara Hollis of the Democratic party, got 18%. On 20 October, 2007, Jindal was elected governor of Louisiana for the first time.
  • Uttarakhand state cabinet cleared Uttarakhand Lokayukta Bill, 2011 with the objective of curbing corruption in the state. The Chief Minister of the state, all ministers, MLAs and lower judiciary will be under the purview of Lokayukta.

  • Scientists claimed to have reconstructed the genome of the bug that caused the bubonic plague (often referred as black death) in Europe. The bug was discovered to be an ancient strain of a bacterium called Yersinia pestis and not so much different from today’s.

  • McLaren’s Jenson Button won the Japanese Grand Prix in his adopted homeland, Japan. Red Bull’s Sebastian Vettel who stood third in the Formula 1 race became the youngest double world champion with four races to spare.
  • The 2011 Durand Cup, the 124th edition of the Durand Cup which is the third oldest association football competition in the world was won by the Churchill Brothers. Churchill Brothers won the 2011 Durand Cup at the Ambedkar Stadium with a 5-4 tie-break win over Prayag United by defeating Prayag United.
  • Commonwealth Games gold-medallist Krishna Poonia produced an impressive season’s best effort of 62.25m to win gold at Halloween Throws Meet at Portland, United States. In the process, she also crossed the A qualifying standard for the London Olympics (62m).
  • India won 5 matches one-day series by 5-0 by defeating England in 5th and final match played in Kolkata. India scored a challenging 271 for eight and stopped England at 176 in 37 overs in the day-night match at the Eden Gardens.

  • European Union launched a Visa Information System (VIS) for Indians and other non-EU citizens applying for a Schengen visa. It will help prevent fraud and process visa applications faster due to the use of biometrics (fingerprints and a digital facial image).

  • Russia and China vetoed UN Security Council draft resolution recommending sanctions against Syria for the ongoing crackdown on Protesters.The resolution was moved by EU (European Union) member countries and backed by USA.
